Horizon 2020: Call for partners on security call DRS-14-2015: Critical Infrastructure Protection topic 3: Human Behavior

From my colleagues in Italy there is a request to find partners for this call on the Horizon 2020 program. Deadline is August 25, 2015. The consortium is interested in meeting new consortia partners with experience in human behavior under emergency conditions (evacuation after attacks, accidents, natural disasters etc. and be able to supply modelling information on human behaviour.

DRS-14-2015: Critical Infrastructure Protection topic 3: Critical Infrastructure resilience indicator - analysis and development of methods for assessing resilience

Specific challenge: A better understanding of critical infrastructure architecture is necessary for defining measures to achieve a better resilience against threats in an integrated manner including natural and human threats/events (e.g. due to human errors or terrorist/criminal attacks).

Scope: A holistic approach to the resilience of critical infrastructure should be followed, addressing a broad variety of issues including: human factors (i.e. safety issues radicalization), security, geo-politics, sociology, economy, etc. and increased vulnerability due to changing threats.

Critical Infrastructure resilience is the ability to reduce the impact of disruptive events and the recovery time. The analysis of resilience should therefore not only focus on potential threats caused by attacks or accidents (human error or terrorist/criminal attacks), but also on the expected developments in these areas and the impacts and potential challenges of new technologies. Proposals should also address the need for a paradigm shift in the area of design for safety and resilience.

The proposal shall demonstrate that a set of common and thoroughly validated indicators, including economic indicators, could be applied to critical infrastructures in order to assess its level of “resilience”, moreover a scale approach of “resilience” level should be proposed across critical infrastructures (energy grids, transportation, government, nuclear research infrastructures, water, etc.). The developed methodology shall be based on at least four types of critical infrastructure as test cases. Specific models and modeling approaches will be proposed and developed that facilitates the understanding and modeling of security risks and the related impact. Moreover, security metrics and indicators will be proposed that could be used in the developed models to quantify to the possible extent the considered risk and impact as well as give guidance to the possible mitigation techniques – approaches.

New methods and solutions of assessing resilience based upon comprehensive threat, criticality, and vulnerability assessments are of outmost importance. Proposals should follow a uniformed, comprehensive, and holistic approach at all levels (e.g. EU, country, local) including private organizations charged with protecting citizens, facilities, and infrastructure in order to anticipate current and emerging threats and security challenges.

Integrated concepts of resilience in interconnected infrastructures and cascading effects that have a devastating impact on the functioning of society should also be included.

The Commission considers that proposals requesting a contribution from the EU of between €3m and €5m would allow this specific challenge to be addressed appropriately (similar to the FP7 Capability Projects described in the general introduction). Nonetheless, this does not preclude submission and selection of proposals requesting other amounts.

Expected impact: Better risk assessment of different areas of critical infrastructures (energy grid, water supply, transport, communication, etc.) by taking into account interdependencies.

More effective and comprehensive methodology using uniform and consistent data from known Critical Infrastructure Protection threats in an integrated manner to develop a resilience level based on summations of various “indicators” (technical and non-technical, i.e. human factors).
The action is expected to proactively target the needs and requirements of public bodies.
The outcome of the proposal is expected to lead to development up to Technology Readiness Level (TRL) 4; please see part G of the General Annexes.

RESINDEX- Resilience indicators for infrastructures

Summary:
The project RESINDEX will develop a resilience indicator which can be applied to all types of hazards (attacks, accidents, etc) and critical infrastructure systems. The proposed index will represent systems at different spatial and temporal scales.
The developed indicator will be used on 4 types of infrastructures networks:
1.      Water network
2.      Hospital network
3.      Power network
4.      Transportation network
The economic and social impact of new technologies in improving resilience for these four infrastructures will be analyzed in detail.

PARTNER search

A SME in the transportation and power sector that is able to evaluate the performance of its network. It should also provide an overview of the emergencies technologies which are able to reduce its disservices in term of downtime and consequent losses.   
The partner should not be from ITALY, TURKEY or HUNGARY.

We need also an Institute or Organization which is expert in human behavior under emergency conditions (evacuation after attacks, accidents, natural disasters etc.).  They should be able to provide modeling skills and/or a database.

Makkelijker technische informatie of samenwerkingspartners vinden? Octooien bieden informatie

Wilt u weten wat uw concurrent maakt? Technische problemen oplossen? Gebruik daarvoor de octrooien van anderen. Octrooidatabanken bieden een schat aan informatie én zijn een bron van inspiratie. In één middag leert u de ins & outs van octrooidatabanken.

Informatie uit octrooien is belangrijk bij innovaties. Octrooiaanvragen van anderen geven u een goed overzicht van de laatste stand van de techniek. U kunt deze aanvragen gebruiken als inspiratiebron en ook om te voorkomen dat u inbreuk maakt op octrooirechten van een ander. Als u zelf geen producten ontwikkelt maar een licentie wilt nemen, kunt u in de octrooiliteratuur op zoek naar octrooihouders (potentiële licentiegevers).
Stap voor stap leert u gericht te zoeken in meer dan 80 miljoen octrooipublicaties. Voor het zoeken gebruiken we alleen databanken die vrij toegankelijk zijn via internet. U kunt thuis of op het werk kosteloos verder zoeken in deze databanken.
De volgende vragen kunt u na deelname aan deze workshop beantwoorden:
  • Hoe kan ik informatie uit octrooidatabanken gebruiken als inspiratie voor mijn productontwikkeling?
  • Hoe voorkom ik dat ik inbreuk maak op het octrooi van iemand anders?
  • Hoe kom ik erachter of mijn vinding een waardevol octrooi kan opleveren?
  • Welke databanken voor octrooionderzoek kan ik gebruiken?
  • Hoe moet ik deze informatie lezen en toepassen?
  • Hoe kan ik zelf zoeken in deze databanken aan de hand van mijn eigen onderwerp?
Uiteraard is er voldoende tijd beschikbaar voor uw eigen vragen. Een deskundig octrooiadviseur zal de workshop inhoudelijk verzorgen. Basiskennis of -ervaring op het gebied van octrooien is wenselijk. U kunt hiervoor bijvoorbeeld eerst de workshop 'Octrooien: do's & don'ts rondom octrooien en IE' volgen.

EUROGIA2020 launched its 2nd call

EUROGIA2020, the EUREKA low-carbon energy technology cluster, announced its 2nd call for the submission of transnational low-carbon energy related R&D projects. The call is open to all innovative project ideas that will reduce the carbon footprint of energy production and use potentially qualify for EUROGIA2020 label. The process is one of continuous submission with 4 cut-off dates per year. The next cut-off date is

February 14, 2014 by close of business. The technical committee will review full proposals which are ready to seek the EUREKA label, eligible for funding by national funding authorities.

Intelligent Energy – Europe programme (IEE) funds
The Intelligent Energy – Europe programme (IEE) funds 3 different types of activities:
Projects pioneering sustainable energy ideas in practice; products&services procured to meet the needs of the EC and/or the EACI; and the ELENA financing facility to mobilise funds for investments in sustainable energy at local level. Three financing streams:

- Funding projects.
The majority of the programme's budget goes to funding projects across the EU that support and promote energy efficiency and renewable energy. Funds can be used to cover up to 75% of the project's costs. Applicants have to respond to a call for proposals setting out their project idea and plan. Calls are published annually. - Procurement of products and services.
Procurement is used to obtain any studies and services the European Commission or the EACI need to achieve the objectives underlying the IEE Programme. - ELENA Financing facility for cities & regions.
ELENA (European Local ENergy Assistance) is a technical assistance facility that makes funds available to cities and regions across the EU that are investing in sustainable energy. ELENA covers a share of the cost for technical support that is necessary to prepare, implement and finance the investment programme, such as feasibility and market studies, structuring of programmes, business plans, energy audits, preparation for tendering procedures. ELENA is run by the European Investment Bank (EIB) and the KfW Group.

What can the Enterprise Europe Network do for you? Read this nice casus between Finland and the Netherlands


Finnish startup Fekman Ltd developed a healthy wine gum recipe using forest berries. The Enterprise Europe Network helped add the final ingredients to bring the sweets to market.

Sötis, which in Swedish is used as a term of endearment, is the brainchild of the four Finnish fathers and one mother behind Fekman Ltd, who wanted their children to eat healthy sweets rather than junk.

The low-sugar, high-fibre blueberry and lingonberry sweets have no added colour and only natural flavours. The team wanted Sötis to be airy and chewy, but couldn’t find a local manufacturer with the foaming machinery they needed. They asked Enterprise Europe Network to help them find a partner who could obtain that particular consistency.

Enterprise Europe Network, with its 600 partner organisations in 50 countries, helps small companies find business opportunities across the European Union. Tekel, the Finnish Science Park Association and member of Enterprise Europe Network, was taken with the idea. “When we first met, that’s all there was – a recipe looking for a manufacturer,” says Marjo Uotila of Tekel, “but it was a very innovative recipe.”

Syntens, Network partner in the Netherlands, spotted the Finnish company’s profile in the Network’s powerful business partnership database, which contains 10,000 offers and requests. It found a potential partner in the Netherlands, and introduced Fekman to Sweetlife, a company with 20 years experience in the international confectionary business. Among the people they regularly work with, Sweetlife found a family-owned producer in France that could produce the smaller batches Fekman required.

“I looked into my contacts,” says Sweetlife CEO Robert van Barneveld, “and I found three that used the foaming technique which makes for a sweet somewhere between a marshmallow and candy foam, which is how the Scandinavians like it. They settled on a company in Alsace we’ve been working with for 14 years.”

“Our idea quickly turned into a product thanks to Enterprise Europe Network,” says Päivi Enden, board member and until recently CEO. “We would never have found our partner in France simply by surfing the internet.”

Sötis sells in cafés and health food stores across Finland, and has recently expanded to a chain of grocery stores. A French web store stocks the sweet and they are planning to sell in the US and the UK. Fekman are now planning sweets made of blackcurrant juice with added vitamin C.

Enterprise Europe Network, get connected & stay connected


Enterprise Europe Network opent deuren in Europa voor Ondernemers.

Enterprise Europe Network is een nieuw internationaal netwerk dat is ontstaan door de samenvoeging van 2 bestaande Europese netwerken (het Innovation Relay Centre Network en de European Info Centres). Het netwerk is gericht op ondersteuning van het MKB bij Europese samenwerking en innovatie. Het netwerk biedt de volgende diensten aan:

* informatie over en ondersteuning bij internationaal zakendoen;
* bemiddeling bij technologische samenwerking (matching van vraag en aanbod op het gebied van technologie);
* informatie over wet- en regelgeving;
* advisering en begeleiding bij deelname aan Europese ontwikkelingsprojecten.

De grote meerwaarde van het Enterprise Europe Network ligt in haar unieke netwerk van 500 organisaties waaronder technologiecentra van universiteiten, kamers van koophandel en instellingen voor regionale ontwikkeling. Dat zijn ruim 4000 professionals die verdeeld over bijna 40 landen ondersteuning bieden.
