Biobased Performance Materials congress on strategy and research Wageningen Juni 16th, 2016

Join us in Wageningen, the Netherlands on Thursday 16 June 2016 at our 5th BPM symposium. This edition focuses on R&D on biobased materials in times of volatile oil prices and the Paris climate treaty (COP21) goals. Key industry players such as ADM, Sabic, Sulzer and Croda will present their R&D strategies, complemented with an attractive reflection on these strategies by the leading Dutch research community. Registration for this event is now open.

In the Biobased Performance Materials (BPM) research programme, companies and knowledge institutes from across the value chain are working together in developing high-quality materials based on biomass; materials that are being increasingly applied in practice. The research focuses on two types of materials: polymers produced by plants, and polymers from biobased building blocks produced via biotechnology or chemical catalysis. The BPM programme is partly financed by the Dutch Top Sector Chemistry and is led by Wageningen UR Food & Biobased Research.

Europa stimuleert innovatie met 22 miljard voor partnerschappen

Máire Geoghegan-Quinn, eurocommissaris voor onderzoek & innovatie, gaat opnieuw investeren in partnerschappen. Het gaat onder meer om schonere luchtvaart, medicijnontwikkeling, een ‘biobased’ economie en elektronicafabricage.

In een partnerschap bundelen de EU, bedrijfsleven, kennisinstellingen en (soms) lidstaten de krachten. Ze committeren zich aan meerjarige samenwerking. Ze ontwikkelen nieuwe kennis en technologie om uiteindelijk innovaties op de markt te kunnen brengen.

10 partnerschappen
Het gaat om 10 verschillende partnerschappen. De volgende 5 publiek-private samenwerkingen, zogenaamde ‘joint technology initiatives’ (JTI's) ontvangen de meeste financiering:

• JTI Clean Sky 2: schonere, stillere vliegtuigen die minder CO2 uitstoten;
• JTI Innovative Medicines 2: volgende generatie vaccins, medicijnen en behandelingen;
• JTI Fuel Cells and Hydrogen 2: schone energietechnologie in transport, industrie en de energiesector;
• JTI Electronics (ECSEL): versterken van Europa’s elektronicaindustrie;
• JTI Bio-based Industries: hernieuwbare natuurlijke bronnen en groenere producten.

De eerste 3 zijn voortzettingen van bestaande partnerschappen. ECSEL verenigt de lopende programma’s ENIAC en Artemis. Bio-based is een nieuw partnerschap.

Deze 4 publiek-publieke samenwerkingen - die financiering ontvangen van de EU en lidstaten - krijgen een vervolg:

• Eurostars 2, het vervolg op het succesvolle Eurostars programma voor het high-tech mkb;
• European and Developing Countries Clinical Trials Partnership 2;
• European Metrology Programme;
• Active and Assisted Living (AAL).

Het 10e partnerschap is het programma SESAR, dat werkt aan een European Air Traffic Management System.

Financiering
In totaal gaat het om een investering van 22 miljard euro over 7 jaar (2014-2020). Daarvan betaalt de Europese Commissie 8 miljard euro, afkomstig uit het nieuwe Horizon 2020 programma. De private sector investeert 10 miljard euro. Verder investeren ook de lidstaten in enkele partnerschappen. Zo ondersteunt het ministerie van EZ Nederlandse deelname aan ECSEL en Eurostars 2. Het ministerie van VWS ondersteunt deelname aan AAL.

Meedoen?
De meeste partnerschappen werken met open ‘calls for proposals’ (subsidierondes). Consortia van bedrijven en/of kennisinstellingen kunnen samen projectvoorstellen indienen. De Europese Commissie verwacht de eerste calls in 2014. Op Horizon 2020 kunt u de calls na publicatie terugvinden.

Ministerie bekijkt vaste aftrek voor R&D

Het ministerie van Financiën en Agentschap NL bestuderen de mogelijkheid van een vaste aftrek voor kleine ondernemingen die op bescheiden schaal aan eigen onderzoek en ontwikkeling (R&D) doen.

Aan welke criteria bedrijven moeten voldoen en hoe hoog dit forfaitaire bedrag zal worden, is nog niet duidelijk. Agentschap NL is de overheidsdienst die voor diverse ministeries, maar vooral voor het ministerie van ELI(Economische Zaken, Landbouw en Innovatie) subsidieregelingen uitvoert.
De vaste R&D-stimulans voor kleine bedrijven zou een aanvulling zijn op de nieuwe innovatiefaciliteit, RDA, (Research en Development Aftrek) die het kabinet vanaf 1 januari volgend jaar gaat invoeren. Onder RDA krijgen bedrijven een extra aftrek van hun investerings- en exploitatiekosten in onderzoek en ontwikkeling. Te denken valt aan investeringen in laboratoria en andere productiekosten.

Administratieve lasten van RDA te hoog
Een belangrijke overweging voor de vaste aftrek is dat de administratieve lasten van de RDA voor starters en kleine ondernemingen te hoog zouden zijn. Volgens Agentschap NL heeft circa de helft van de bedrijven die een aanvraag indienen voor de bestaande R&D-subsidieregelingen, minder dan tien werknemers in dienst. Voor de RDA-faciliteit is volgend jaar € 250 mln uitgetrokken en dat budget loopt naar schatting op tot € 500 mln in 2014.
Ondertussen werkt Financiën ook aan de details van het plan om RDA uit te breiden met onderzoeks- en ontwikkelingswerk dat bedrijven uitbesteden aan publieke kennisinstellingen, zo liet staatssecretaris Frans Weekers van Financiën weten tijdens een symposium vrijdag in Maastricht over ‘Fiscaal innoveren in Nederland’. Dit RDA-plus pakket zou in 2013 moeten worden ingevoerd.

Subsidie via WBSO-regeling
Volgens Weekers bezit Nederland dan een compleet fiscaal innovatiebeleid. Voor hun R&D-loonkosten kunnen bedrijven subsidie krijgen via de WBSO-regeling. Voor de kapitaal- en exploitatiekosten staat de RDA ter beschikking en wanneer innovatieve bedrijven winst draaien, biedt de innovatiebox een laag tarief van de vennootschapsbelasting van 5%.
Bij het benutten van de innovatiebox en RDA is specialistische fiscale kennis wel een vereiste, zo benadrukte dagvoorzitter Hans van den Hurk, hoogleraar belastingrecht en partner bij Deloitte. ‘Het gaat hier om belastingrecht met een grote B, zeker bij een multinationale onderneming die R&D-activiteiten in China of India heeft en een deel daarvan wil overbrengen naar Nederland. Dat kun je niet overlaten aan bureaus die subsidies aanvragen.’

Maatschappelijke kosten hoger dan de opbrengsten
Gerrit de Keizer, hoofd van het innovatieboxteam bij de Belastingdienst, illustreerde de complexiteit ervan met een aantal vraagstukken over de innovatiebox binnen de vpb. Welke R&D-kosten opgevoerd mogen worden om de belastbare winst te drukken, is niet geheel duidelijk, erkende De Keizer.
Via regionaal overleg en speciale innovatieteams probeert de Belastingdienst eenheid van beleid te organiseren. Volgens sommige fiscalisten zijn de totale maatschappelijk kosten van het fiscale innovatiebeleid hoger dan de opbrengsten.
