Vanaf 1 mei is het voor ondernemers mogelijk om aanvragen in te dienen voor de nieuwe fiscale regeling Research en Development Aftrek (RDA). Met de RDA worden de financiële lasten van ondernemers bij R&D verlaagd.
Vanaf de openstelling van deze regeling stromen de aanvragen binnen. Er zijn ruim 6.000 aanvragen voor RDA ingediend. En bijna 2000 beschikkingen zijn al verstuurd.
De RDA-regeling is gekoppeld aan een andere fiscale regeling voor R&D: de WBSO. Voor de R&D-loonkosten is er de WBSO, voor andere kosten en uitgaven is er de RDA. Ondernemers kunnen RDA en WBSO samen aanvragen.
Ondernemers kunnen voor 2012 nog indienen

Het is voor ondernemers nog steeds mogelijk om een WBSO- en RDA-aanvraag voor 2012 in te dienen. Aanvragen kan digitaal via eLoket of het (digitale) aanvraagprogramma voor WBSO en RDA.
In 2012 is het RDA-budget 250 miljoen euro.
Dit zal oplopen naar 500 miljoen euro in 2014 en volgende jaren.

KP7 Calls voor High Tech en ICT bedrijven voor Europese samenwerking

Nieuwe golf KP7-calls biedt volop kansen voor High Tech & ICT

In juli 2012 worden de laatste calls van KP7 gelanceerd. Twee grote thema’s – Security en Information- en Communication Technologies (ICT) – lichten we er hier uit.

Security
Het KP7-thema Security kent dit jaar het grootste budget tot nu toe. Er is 300 miljoen euro beschikbaar om te zoeken naar nieuwe oplossingen voor veiligheidsvraagstukken. Bijzonder zijn de twee onderwerpen die specifiek op mkb-organisaties zijn gericht. Zo is er aandacht voor oplossingen van kleine criminaliteit met een hoge impact voor de samenleving. Daarnaast wordt het mkb uitgedaagd om met serious gaming operationele diensten te trainen in data analyse.
Verder zijn er grote demonstratieprojecten te verwachten voor logistics and supply chain security en aftermath crisis management. In het laatste concept werkprogramma is meer informatie te vinden over deze en tientallen andere onderwerpen. De verwachting is dat de call opengaat in juli van dit jaar. Voor een goede voorbereiding kunt u deelnemen aan het brokerage evenement dat wordt georganiseerd door ASD en Eurotech op 22 en 23 mei in Brussel.

ICT
Het thema ICT heeft dit jaar ongeveer 1,4 miljard euro voor R&D-projecten op zeer uiteenlopende gebieden: (inter)netwerken, cloud computing, robotica, nano-electronica, fotonica, data analytics, eHealth, smart grids, mobility, ICT & creativiteit, en anderen. Meer details vindt u in het concept werkprogramma. Twee grote calls, ICT call 10 en 11, gaan respectievelijk open in juli en in september dit jaar. Op zoek naar partners voor deze calls? De Europese Commissie organiseert op 26 & 27 september de ‘ICT Proposers Day’, een internationale matchmaking in Warschau (binnenkort meer informatie online).

Vooruitgang in energie innovatie aangetoond in Nederland

Het programma Duurzame Energie Nederland (DEN) en de Energie Onderzoek Subsidie (EOS) hebben de afgelopen tien jaar aantoonbaar positief bijgedragen aan de verbetering van de kennispositie in Nederland en de toepassing van nieuwe energietechnologieën. Dat is één van de hoofdconclusies van de evaluatie van deze twee ‘lange termijn instrumenten voor verduurzaming’. Ecofys voerde de evaluatie uit in opdracht van het ministerie van EL&I.
Doel van het onderzoek was naast het afleggen van verantwoording over de behaalde resultaten, het inventariseren van geleerde lessen die van belang zijn voor toekomstig energie-innovatiebeleid. De hoofdconclusies zijn:

DEN en EOS hebben bijgedragen aan een betere kennispositie in Nederland en de toepassing van nieuwe energietechnologieën;
- Een groot deel van de uitgevoerde projecten heeft een vervolg gekregen
- Over het algemeen zijn de middelen van de programma’s doelmatig ingezet 
- Op het gebied van het monitoren van de effectiviteit van beide programma’s is er sprake van verbeterpunten

Technologische vooruitgang
Een van de bevindingen van het onderzoek is dat de inzet van EOS en DEN-middelen heeft geleid tot aanwijsbare technologische vooruitgang in Nederland. Bijvoorbeeld op het gebied van de ontwikkeling en bouw van machines voor de productie van zonnecellen. Ook op het gebied van het opwekken van energie uit biomassa is op een aantal terreinen – vergisting, vergassing en torrefactie – flinke technologische winst geboekt. Op dit terrein is een duidelijke verschuiving zichtbaar van onderzoek naar demonstratie in de praktijk. Op het gebied van windenergie is vooral vooruitgang geboekt bij de ontwikkeling van ondersteunende diensten en producten. Bijvoorbeeld als het gaat om aerodynamica en geïntegreerde ontwerpsoftware.

Aanbevelingen
Een van de aanbevelingen van het onderzoek is om door te gaan met het subsidiëren van energieonderzoek. Daarbij is het wel van belang om voor toekomstige programma’s de wijze van monitoring en evaluatie beter in te richten. De monitoring van beide programma’s is sterk gericht geweest op de financiële verantwoording van de opdrachtuitvoering en veel minder op de effectmeting van de uitgevoerde projecten. Voor de toekomst is het van belang om bij aanvang duidelijke doelen en subdoelen te definiëren van zowel het programma als de projecten. Dat maakt het gemakkelijker de voortgang te meten en waar nodig bij te sturen.

IMVO-voucher beschikbaar voor MVO-initiatieven in ontwikkelingslanden!

MVO Nederland heeft de IMVO-voucher ontwikkelt (lancering op 1 april 2012) om maatschappelijke activiteiten richting de keten te stimuleren. Een voucher kan worden aangevraagd voor advies over IMVO (Internationaal Maatschappelijk Verantwoord Ondernemen), specifiek voor de verbetering van arbeidsomstandigheden, de mensenrechtensituatie en het milieubeleid bij de directe of indirecte handelspartners in Afrika, Latijns Amerika, Azië of Oost Europa van de aanvrager. De aanvrager dient partner te zijn van MVO Nederland.

Voor wie is de IMVO-voucher?
De IMVO-voucher is ontwikkelt voor MKB-partners van MVO Nederland. De voucher biedt een laagdrempelige mogelijkheid om maatgericht advies te verkrijgen over de verduurzaming van de handelsketen en/of hun handelspartner(s) in ontwikkelingslanden. Met de voucher krijgt de MKB-partner 50% korting tot een maximum van €10.000 op een adviesaanvraag over internationaal maatschappelijk verantwoord ondernemen. De hoofdonderwerpen waar u een IMVO voucher voor kunt aanvragen zijn:
- Arbeidsomstandigheden;
- Mensenrechten;
- Milieubeleid;
- Onderwerpen als: de stand van zaken van IMVO in de branche, keteninitiatieven, keurmerken en certificeringen in de keten, de ontwikkeling van IMVO-strategie en de bijbehorende aanpassingen in bedrijfsproces en –management, toetsbaarheid (Assurance) van IMVO - verbeteringen.

Door te investeren in product- en procesinnovatie hebben bedrijven een grotere kans op een betere toekomst. Bedrijven die strategisch in design investeren, presteren gemiddeld beter. Doch de kosten gaan voor de baten uit. De overheid kan daarbij ondersteuning bieden via een aantal regelingen.

RDA regeling:
In 2012 start een nieuwe fiscale regeling de Research & Development Aftrek (RDA). Bedrijven kunnen een verhoogde fiscale aftrek voor R&D-investeringen en R&D-exploitatiekosten krijgen.

WBSO:
Met de WBSO (Wet Bevordering Speur- en Ontwikkelingswerk) kunt u uw loonkosten voor innovatie projecten verlagen. De WBSO is bedoeld voor elk bedrijf in Nederland die R&D verricht. U vermindert eenvoudig de afdracht van loonheffing over de loonkosten.

Innovatiebox:
De innovatiebox is er voor ondernemers met een bv of nv. Zij kunnen de winsten uit innovatieve activiteiten in een speciale tariefbox binnen de vennootschapsbelasting onderbrengen. Over deze winsten geldt dan een belastingtarief van 5% procent in plaats van 20 of 25%.

InnovatiefondsMKB+:
Deze regeling werkt met innovatiekredieten die rechtstreeks aan ondernemingen worden verstrekt. Het innovatiekrediet betreft directe financiering tot een derde van de kosten die met ontwikkeling van vernieuwende producten en diensten gepaard gaat. Als het project tijdens de ontwikkelingsfase mislukt, wordt het krediet omgezet in een subsidie. Het fonds stelt voor dit jaar €95 miljoen aan innovatiekredieten beschikbaar.

RDA – Nieuw fiscaal voordeel voor R&D-activiteiten
Research and Development Aftrek

Het Kabinet introduceert per 1 januari 2012 een nieuwe algemene fiscale maatregel voor het bedrijfsleven: de Research and Development Aftrek (RDA). Met deze maatregel komt er een extra aftrekpost bij voor organisaties die investeren in R&D.

Extra fiscaal voordeel met RDA
De introductie van de RDA betekent dat u sommige van uw R&D-investeringen in bedrijfsmiddelen en gerelateerde exploitatiekosten in mindering mag brengen op de vennootschapsbelasting. Met de invoering van de RDA verdwijnen veel innovatiesubsidies. De RDA wordt dan, naast de WBSO (Wet Bevordering Speur- en Ontwikkelingswerk) en de Innovatiebox, de derde stimuleringsregeling die investeren in innovatie fiscaal aantrekkelijk maakt. De combinatie van deze drie instrumenten kan voor veel organisaties tot interessante fiscale voordelen leiden:
• voor investeringen in R&D krijgt u via de WBSO een bijdrage in de loonkosten van uw eigen R&D-medewerkers
• over de winsten die uit succesvolle R&D voortvloeien, betaalt u via de Innovatiebox minder winstbelasting (mits voor deze R&D een S&O-verklaring (Speur- en Ontwikkelingswerk) is afgegeven of een octrooi is verleend
• via de RDA ontstaat een extra aftrekmogelijkheid voor R&D-investeringen en exploitatiekosten.

Wat levert RDA mij op? 25% extra aftrek
De overheid is momenteel druk bezig om de RDA nader vorm te geven:
• De RDA zal de structuur van een belastingvermindering (heffingskorting) krijgen. De jaarlijks op de winst in mindering te brengen kosten van R&D-investeringen in bedrijfsmiddelen (afschrijvingen) en R&D-exploitatiekosten komen hiervoor in aanmerking. U mag deze kosten tegen een VpB-tarief van 25% in 2012 in mindering brengen op uw vennootschapsbelasting
• Eventueel niet verrekende belastingverminderingen kunt u verrekenen met de belasting die is verschuldigd in andere jaren
• In praktijk betekent dit dat u de R&D-kosten voor uw onderneming halveert.

Hoe aan te vragen?
Vooral de toepassingsmogelijkheden en de manier waarop u kunt aanvragen, zijn belangrijke beslissingen waarover nu wordt gediscussieerd. Als u zich afvraagt wat de kansen en/of gevolgen zijn van de RDA voor uw innovatieplannen, leg deze vraag dan gerust voor aan uw PNO-consultant. Innovatie en de financiering daarvan kunnen ten slotte op veel verschillende manieren worden opgezet.

Toekomstige variant op de RDA: 50% extra aftrek
De overheid studeert momenteel ook op een variant van de RDA, de RDA+. Het zou eveneens gaan om een algemene fiscale maatregel die van toepassing is op bedrijven die investeren in samenwerkingsverbanden met kennisinstellingen. Op basis van de nu beschikbare informatie zal eerst de ‘gewone’ RDA worden ingevoerd. De RDA+ zal naar verwachting in 2013 van kracht

Tripteq, een mooi product en een enthousiaste doelgroep

Zoals wellicht bekend is, heb ik wel iets met tweewielers, vooral die met een verbrandingsmotor. Al vanaf jongs af aan boeit dit mij, de techniek, het design, de beleving, de vrijheid en je anders verplaatsen.
Motoren is merk ik een passie van veel mensen, en het altijd leuk hoe er een goede sfeer is tussen deze groep mensen en hoe de gesprekken lopen. Eigenlijk net zoals windsurfers. Je kletst wat, als je zin hebt, maar niet kletsen is ook goed. Je kunt altijd iets van een ander lenen en je wordt altijd geholpen bij materiaalpech of met aanwijzingen hoe je iets beter kunt doen. Motorrijders zijn niet veel anders.

Toen ik vanuit mijn werk een telefoontje kreeg van een motorzaak die eens met Syntens wilde praten over een idee, was ik erg verheugd. Temeer het de motorzaak om de hoek was, waar ik toen af en toe een motor huurde en in alle rust om de motoren heen kon lopen op een zaterdagochtend zonder hijgende verkoper in mijn nek.
En zo zijn we een jaar of 10 terug begonnen met de ontwikkeling van een zijspan. Als dealer van merken als EML en Sidecar was er een groot marktaandeel in de Nederlandse markt, daarnaast een goede kijk op nieuw en gebruikt en zagen ze mogelijkheden. Die kon ik namens Syntens verder realiseren, de eerste contacten met de HTS Autotechniek in Arnhem, toen het werven van afstudeerders op specifieke delen van het zijspan, daarna naar de Saxion Industrieel Ontwerpen voor de inmiddels vierde groep studenten. Ondertussen de contacten leggen met bedrijven die in de toeleverende sfeer producten konden maken. Zoals veel ondernemers herkennen, vallen dit soort projecten stil bij grote drukte, dat was hier niet anders, in het zomerseizoen gaat de zaak voor.
Daarnaast liepen er andere aspecten, zoals de invoering van een kwaliteit borgingssysteem en het inrichten van personeelszaken. Allemaal met externe kennisleveranciers die op specifieke kennis, ervaring en klik door de ondernemer werden ingezet, op voordracht vanuit ons netwerk, waarbij we altijd meerdere partijen voordragen voor een traject en de ondernemer kiest met wie hij verder wil gaan.
Het zijspan is af, anders dan de eerste ideeën, maar de bijsturingen zijn in de praktijk goed uitgevallen. Inmiddels is er veel belangstelling voor het product en zijn er gebruikers in Duitsland, Scotland, Frankrijk, Japan, Engeland en nog steeds verder uitbreidend. Dit gebeurt vooral door het netwerk van zijspan enthousiastelingen en het toonaangevende Duitse blad "Das Gespann".

Inmiddels laat een journalist en motorrijder in hart en nieren zien via een aantal leuke filmpjes hoe hij dit zijspan van Tripteq aan zijn eigen motor bouwt in de winterperiode. Marketing gaat tegenwoordig anders dan vroeger en elke internet gebruiker is een potentieel journalist voor een product geworden. En dat zijn er erg veel op deze wereld! Dit kan negatief zijn door een teleurstelling, maar ook positief. Van dat laatste wil ik graag deze voorbeelden laten zien.

Kijken in de keuken bij Bredel en haar innovatiebeleid

Beste lezer,

Graag wil ik u wijzen op onze belofte om een tweede bijeenkomst bij Watson-Marlow Bredel te organiseren, zoals afgesproken in februari dit jaar. Bredel Hose Pumps
Bredel is wereldmarktleider op het gebied van slangenpompen. Het bedrijf opereert in een nichemarkt. Dat vereist dat er continu geïnnoveerd wordt om voor te blijven lopen. Recente innovaties hebben geleid tot kortere levertijden, verhoging van efficiency en nieuwe functionaliteiten in het productontwerp. De gekozen aanpak werpt zijn vruchten af en wordt in de toekomst verder doorgezet.

De middag
In enkele lezingen wordt ingegaan op de ontwikkelingen bij Bredel. Aan de orde komen de naamswijziging naar Watson-Marlow Bredel en het belang van een eigen onderzoeksafdeling. De productverbeteringen van de SPX-pomp worden besproken en de impact op de produceerbaarheid wordt uitgelegd.
Tijdens de bedrijfsrondleiding wordt de vernieuwde productielay-out getoond. Op basis van strategische keuzes van het management is deze lay-out gewijzigd, met spectaculaire verbeteringen tot gevolg.
Ter afsluiting kunt u netwerken met de sprekers en collega-ondernemers.
